Meeting of Senior Officials on Culture
T
he Cultural Services of the Ministry of Ed-
ucation and Culture organised a meeting of
senior officials on 28 and 29 August 2012 at
the International Conference Centre ‘Filoxenia’
in Nicosia. The meeting, “The Governance of
Culture in Today’s Globalised World: Better
Governance for Cultural and Creative Sectors,”
was held under the auspices of the Cyprus Pres-
idency of the Council of the European Union.
The participants conducted a broad assessment
of the current situation in the field of cultural
governance with a particular examination of the
global contribution and promotion of cultural
diversity and intercultural dialogue as a catalyst
for achieving sustainable and inclusive growth.
They also had the opportunity to discuss a se-
ries of issues related to the promotion of cul-
tural research as a catalyst for the design and
development of cultural policies.
The meeting was enriched by the presentation
of three case studies: (1) the management of
structural funds for investment in the cultural
sector in Poland; (2) the strategy underlying
the creative economy of Malta, and (3) the es-
tablishment of cultural governance through the
analysis and use of cultural statistics in Europe
– this case study included a presentation of the
program ESSnet Culture, the European Statisti-
cal System for culture.
The main purpose of this meeting of senior
officials was the adoption of Council Conclu-
sions on Cultural Governance. This objective
was achieved, as the meeting provided input for
drafting Council Conclusions on the promotion
of cultural governance. The text of the conclu-
sions was discussed and amended, in the con-
text of the Cultural Affairs Committee, by the
member states and the European Commission:

tion, Youth, Culture and Sport of the European
Union on 26 November 2012, the Council Con-
clusions on Cultural Governance were adopted.
The 28 and 29 August 2012 meeting of senior
officials emphasised that the development of
effective, evidence-based culture policies can
contribute to the global struggle for economic
recovery and growth while simultaneously pro-
viding benefits to society.
